A power demand regulation apparatus that can efficiently achieve a peak shift target of a power system, and that allows the operator of a demand regulation server to reduce the market turnover distributed to a consumer who has cooperated with a request to regulate the amount of energy usage. The demand regulation server (0101) is provided with a cooperation level determination function (0111) for calculating a cooperation level obtained by quantifying the height of the cooperation awareness of the consumer in relation to the request to regulate the amount of energy usage. The operator of the demand regulation server ascertains the consumer or consumer device that will respond to the request to regulate the amount of energy usage on the basis of the magnitude of the level of cooperation, and distributes the request with limitation to the consumer or consumer equipment thus ascertained.
