<P>PROBLEM TO BE SOLVED: To provide a signal control device, a computer program and a signal control method capable of realizing an appropriate signal control suitable to a traffic situation. <P>SOLUTION: A traffic frequency calculation section 103 calculates a traffic frequency of probe vehicles at an arbitrary time zone based on a traffic volume obtained through a communication section 102. The traffic frequency can be calculated, for example, as a daily average number of the probe vehicles in the arbitrary time zone.
