<P>PROBLEM TO BE SOLVED: To provide a structure capable of facilitating tuning for stably displacing a steering wheel forward during a secondary collision, reducing and stabilizing separation load and further preventing excessive lowering of the steering wheel after the secondary collision. <P>SOLUTION: A vehicle body side bracket 11 is connected to a column side bracket 12b by both of a main connection bracket 30 and a sub-connection bracket 31. In a state of the main connection bracket 30 connected to the column side bracket 12b, the separation load is measured. Next, a connection work by the sub-connection bracket 31 is performed while adjusting connection strength after considering the measured value.
