<P>PROBLEM TO BE SOLVED: To provide a developing device capable of sufficiently charging developer, an image forming apparatus, and a stirring and conveying method of developer. <P>SOLUTION: A developing device 200 having a developer tank 201 and a developing roller 204 includes: a partition wall 207 that partitions the inner space of the developer tank 201 into an upper conveyance path P, a lower conveyance path Q, a communication path R, a lifting and conveying path main part S<SB POS="POST">1</SB>, and a developer supply path S<SB POS="POST">2</SB>; and a developer lifting and conveying part 210 that conveys developer in the conveyance direction Z to the lifting and conveying path main part S<SB POS="POST">1</SB>.
