摘要

PROBLEM TO BE SOLVED: To provide a design technology capable of achieving an IC with a different cell type without increasing a design burden of a manufacturer and easily achieving a semiconductor integrated circuit with optimum chip size, power consumption and operating speed.

SOLUTION: The design information on a circuit cell with a desired function is described as an object on a purpose basis and is registered into a cell library as cell information capable of configuring both of a base potential fixed type cell and a base potential variable type cell only by deleting or adding information on a predetermined object.
