PROBLEM TO BE SOLVED: To reduce a load of encryption processing performed when an electronic content is distributed to a terminal device.

SOLUTION: A content distribution device divides data configuring an electronic content into first data including at least a part of data configuration information defining the configuration of a data body and second data other than the first data, and encrypts the first data with a user key corresponding to a user of a terminal device. Then, the content distribution device transmits the encrypted first data and second data, and the user key respectively to the terminal device. The terminal device receives the information, decrypts the encrypted first data with the user key, and further combines the decrypted first data and second data to restore the electronic content.
