An objective of the present invention is to provide an emergency medicine system and server. This server, which is capable of communicating with a portable terminal via a network, comprises: a primary control unit (301a); a display control unit (301b) which generates window data so as to control a window display in the terminal; a timestamp acquisition unit (301c) which detects an event from the terminal and acquires a timestamp; an information registration unit (301d) which receives an information registration; an index creation unit (301g) which creates a prescribed index on the basis of the timestamp acquired with the timestamp acquisition unit (301c) and the registered information; a severity assessment unit (301e) which assesses the urgency and severity of a condition on the basis of the registered information and "criteria for carrying out transport and receiving of sick or injured persons, etc.," which are determined by each government body; and a function which, on the basis of the urgency and severity, as well as a list of medical facilities which respond to transport which is determined by each government body, displays each responding medical facility as a transport medical facility candidate list corresponding to a particular condition when a particular condition is suspected.
