PURPOSE: A dust collecting device and vacuum cleaner having thereof are provided to use an ionization principle due to a two-step dust collection not the existing centrifugal separation method, thereby reducing noise and enhancing cleaning efficiency. CONSTITUTION: A dust collecting device(100) an intake port, an ionizing unit, and a dust collecting unit. Dust is inserted into the intake port. The ionizing unit ionizes the inserted dust with a high-pressure discharge. The dust collecting unit transfers the ionized dust. The dust collecting unit comprises a discharge electrode and a dust collecting electrode. The dust of an ionized negative charge is moved to the collecting electrode. The dust of an ionized positive charge is moved to the discharge electrode.
