PURPOSE: A cosmetic composition containing glutinous rice dough is provided to ensure skin affinity, blackness, adhesion, curling ability, and volume. CONSTITUTION: A cosmetic composition for eye make-up contains 0.1-80 wt% of one or a mixture of glutinous dough or amylopectin. The glutinous rice dough contains glutinous rice; and one of water or polyols of a mixture thereof. A pigment for dyeing contains one among carbon block or iron oxide. The composition further contains PVA(polyvinyl alcohol). The cosmetic composition is manufactured in the form of water in oil type, oil of type, oil in water emulsion type, and oil dispersion type.
