PURPOSE: A billing system based on using time of a mobile application is provided to perform charging based on usage time instead of pay per download method. CONSTITUTION: An authentication information setting unit(21) establishes authentication information. An authentication processor(22) authenticates a user. A payment processor(23) performs payment for the uses of a mobile terminal application(13). A charge processor(24) processes the charge based on the application usage time. According to the charging result, a usage permission processor(25) permits the uses of the application.
