The light-emitting device includes a substrate (2) having an insulating layer (22) and an emitting layer (23) with specific conductivity, formed from conducting material and laminated onto the insulating layer, a plurality of light-emitting elements (3) fitted on the emitting layer, and a power line (4) configured for electrical connection of light-emitting elements and making the emitting layer electrically insulating.
