PROBLEM TO BE SOLVED: To transmit information with introducing an error correction code while maintaining safety even in a train control device requiring the safety or the like.

SOLUTION: A transmitter 2 outputs information with a code as a transmission signal to a communication path by adding a redundant code for error correction to transmission data. A receiver 4 compares correction state data showing information related to the number of errors or the extent of errors contained in an input reception signal with an error correction reference value set so as not to exceed the maximum value of error correction capability set from the minimum value of Hamming distances of a code word in the transmission signal, based on information of a syndrome or error location polynomial calculated in a process of error correction decoding processing for the input reception signal. The receiver 4 only performs error detection by restricting the number of actual error corrections to the error correction capability without outputting received data after the error correction decoding processing when the correction state data exceeds the error correction reference value, to enhance safety and reliability of communication.
