<P>PROBLEM TO BE SOLVED: To clean seawater, fresh water, clean water, sewage and industrial waste water, agricultural and livestock waste water, and other various general waste water by inexpensively producing with simple structure and in a short period of time large quantity of compound of liquid metal and dissolved chemical substance, the compound being diluted by water to be usable. <P>SOLUTION: A rotor 32 is supported by a support shaft 16 to be unrotatable but movable in an axial direction. The rotor 32 is rotated by rotating the support shaft 16. A liquid is entered through a liquid flow-in passage 21 into a grinding chamber 20 by rotating a first blade 32a and a second blade 32b. The rotor 32 is moved on the support shaft 16 by a propelling force. A grinding target article 31 is ground by a grinding article 30.
