Provided is a substrate (10), comprising a mounting face whereon LEDs (20) are mounted. The substrate (10) further comprises: conductive members, such as an electrode (15) and wiring (18), which are positioned on the mounting face and electrically connected to the LEDs (20); an attachment unit (11) whereto a metallic body (105) is attached; and an electrical discharge suppression unit (12), which is disposed between the conductive members and the attachment unit (11), has a face which is inclined with respect to the obverse face of the substrate (10), and increases the creepage distance between the conductive members and the attachment unit (11) by more than would be the case if the electrical discharge suppression unit (12) were not included.
