<P>PROBLEM TO BE SOLVED: To provide a mobile device, the utilization of which can be limited even if a SIM is replaced, and to provide a communication system and a communication management method. <P>SOLUTION: A management table 106 stores IMEI and IMSI in association with each other. When a location registration request reception unit 101 receives a location registration request from a mobile device 200, a regulation determination unit 102 determines whether or not the IMEI and IMSI associated with each other in the management table 106 match the IMEI and IMSI included in the location registration request.
