<P>PROBLEM TO BE SOLVED: To provide a display element and an electrophoretic display device, which can be driven at a low voltage and give an image with good contrast, and to provide a method for manufacturing the same. <P>SOLUTION: The display element comprises a flexible hollow structure having a plurality of cells that are two-dimensionally arranged; a substrate bonded to an end of a barrier wall of the hollow structure via an adhesive layer or a pressure-sensitive adhesive layer or via an adhesive section or a pressure-sensitive adhesive section; an electrode formed on the substrate or on the barrier wall of the hollow structure; and at least one kind of electrophoretic liquid filling the cells. The cells are formed to be open in both ends and partitioned by the barrier wall from one another.
