CONGESTION INFORMATION GENERATION DEVICE, CONGESTION INFORMATION GENERATION METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To prevent display of congestion information generated based on probe information generated by a portable terminal device from being too elaborate.

SOLUTION: A portable terminal device 4 transmits probe information comprising GPS positional information, positioning time information and a terminal ID to a center device 2. The center device 2 uses the probe information to calculate a congestion level for every first road link which is defined without limitation of road width, and then uses the congestion level for every first road link to calculate a congestion level for a second road link which is defined to a road having road width wider than a prescribed width and provide it to the portable terminal device 4.
