<P>PROBLEM TO BE SOLVED: To provide an LED substrate including a reflection layer which has good resistance against a corrosive gas and has a good reflection rate and a manufacturing method of the LED substrate, and to provide a semiconductor device including the reflection layer which stably maintains a high reflection rate for light emitted from an LED element. <P>SOLUTION: An LED substrate 1 includes a base material 2 and a reflection layer 4 positioned at a desired region of the base material 2, and the reflection layer 4 has a silver plating layer 5 and a protection layer 6 coating the silver plating layer 5.
