<P>PROBLEM TO BE SOLVED: To provide a data encoder, data distribution device, data distribution system, and data encoding method capable of suppressing a temporary reproduction stop due to the lack of a frame without increasing a load on a client. <P>SOLUTION: An encoding part 12 of a server 1 segments moving image data by frame unit, and generates a first frame group including intra-frames (I frames) and prediction frames (P frames) and, in addition to the first frame group, a second frame group including interpolation frames (C frames) for interpolating reference frames of the corresponding prediction frames.
