PROBLEM TO BE SOLVED: To improve throughput of encoding processing and decoding processing in a video encoder and a video decoder which use CIP.

SOLUTION: A video encoder comprises: extrapolation prediction means 12 which calculates an extrapolation value of a reconstruction image adjacent to an image block; average prediction means 11 which calculates an average value of images adjacent to the image to be predicted; prediction means 13 which calculates a prediction error by subtracting a weighting sum of the extrapolation value and the average value from the image block; entropy encoding means 14 which entropy-encodes data related to the prediction error; and combined intra prediction image reconstruction means 15 which reconstructs an image of the image block based on the prediction error, extrapolation value, and the average value of adjacent reconstruction images. The combined intra prediction image reconstruction means 15 reconstructs the image of the image block based on only the prediction error and the extrapolation value with respect to images in a boundary location with subsequent image blocks.
