PROBLEM TO BE SOLVED: To improve energy conversion efficiency by reducing a driving voltage.

SOLUTION: In a transparent conductive substrate 2, a metal thin wire auxiliary electrode 6 and a transparent conductive layer 8 are formed in this order on a supporting substrate 4. In the transparent conductive substrate 2, the transparent conductive layer 8 contains a conductive polymer and a hydroxyl group-containing nonconductive polymer, and the hydroxyl group-containing nonconductive polymer contains a repeating unit having a special structure in a molecule.
