PROBLEM TO BE SOLVED: To restrain a bit count rate in information indicating CIP encoding included in a bit stream to a low level in the CIP encoding.

SOLUTION: A video encoder comprises: prediction means 13 which calculates a prediction error by subtracting a weighting sum of an extrapolation value of a reconstruction image adjacent to an image block and an average value of an image adjacent to the image to be predicted from the image block; intra prediction image reconstruction means 15 which reconstructs the image block based on the prediction error and the extrapolation value; combined intra prediction image reconstruction means 16 which reconstructs an image of the image block based on the prediction error, extrapolation value, and the average value of an adjacent reconstruction image; selection means 17 which selects any of the intra prediction image reconstruction means 15 and the combined intra prediction image reconstruction means 16 based on the block size to be set externally; and multiplexing means 18 which embeds a combined intra prediction header in a bit stream based on the block size to be set externally.
