<P>PROBLEM TO BE SOLVED: To prevent a wedge from colliding repeatedly with a first gear body to make noises and vibration. <P>SOLUTION: This device includes a first rotation body having an annulus gear and a bearing cylinder, a second rotation body having an outside tooth gear with fewer teeth than the annulus gear and a containing section 2f, an eccentric space formed between the outer circumference face of the bearing cylinder and the inside circumference face of the containing section, a pair of wedges 5 which are placed in the eccentric space and make base edges face each other, a spring which energizes the pair of wedges 5 separate from each other, and an input member which is inserted in the eccentric space and pushes and circumferentially rotates the pair of wedges 5. In the eccentric space, an axis direction gap allowing the wedges 5 to move in the axis direction reciprocally is made. The cross-sectional shapes of the outside circumference side face 5b and inside circumference side face 5c of the wedges 5 when the wedges 5 are cut at a cross section going through the shaft center are formed by a first circular face 5d with a radius<SB POS="POST">1</SB>of curvature in which the central section in the axis direction is slightly protruding.
