<P>PROBLEM TO BE SOLVED: To provide a road shoulder protecting block and a road shoulder structure, which are small, light, inexpensive, and excellent in workability, while allowing the use of a same-shape block in an area where the column of a guard rail is erected and the mounting of a slope protecting plate or a weed-proof sheet when required. <P>SOLUTION: A hybrid structure consisting of the road shoulder protecting block 1a which is formed to enable man-power construction by reducing as much as possible the size and weight of a precast concrete block, and a cast-in-place concrete 9 placed inside thereof or the weed-proof sheet 16 provided outside thereof protects a road shoulder in a form depending on the conditions of each site. The road shoulder protecting block 1a and adjacent one are joined together at their longitudinal end faces when laid.
