On the basis of continuation information, which is information that is added to data sent from a terminal device and indicates the presence or absence of outstanding data pending at the terminal device at sending time of the data, a computation unit (13) calculates the number of data, among a predetermined number of data which had been sent from the terminal device in the past, for which outstanding data had been present. A time slot assignment control unit (14), on the basis of the number of data for which outstanding data had been present calculated by the computation unit (13), controls the assigned quantity of time slots for the terminal device. A data processing unit (11) notifies the terminal device of the assigned quantity of time slots which has been determined by the time slot assignment control unit (14).
