<P>PROBLEM TO BE SOLVED: To stably form a bottom of a flat bottom bag. <P>SOLUTION: A bag-making and packaging machine 1 includes: a lateral seal mechanism 56; a first bending mechanism 57; and second bending mechanisms 58. Paired seal faces 30a, 30b of the lateral seal mechanism 56 pinch a tubular packaging material Fc in a lateral direction and heat-seal it to form a lower seal SLK2 of the bag B2. The first bending mechanism 57 bends the lower seal SLK2 in a direction crossing the lower seal SLK2. The second bending mechanisms 58 heat-seal ends SLE in a lateral direction, of the lower seal SL2 while bending the ends SLE to their vicinities. Both the seal faces 30a, 30b have first sites WA, WB and second sites FA1, FA2, FB1, FB2. Cross sections of the second sites FA1, FA2, FB1, FB2 have curved shapes more gentle than those of the first sites WA, WB.
