PROBLEM TO BE SOLVED: To improve coding efficiency in the case of performing edge based prediction.

SOLUTION: An edge detection part detects the angle θ of the edge of the adjacent block of a reference image adjacent to a prediction block that is a block subjected to intra prediction in images to be coded. A prediction image generating part generates a prediction image of a prediction block from the adjacent block, on the basis of the angle θ. An operation part subtracts the prediction image of the prediction block from the prediction block. An orthogonal transformation part performs MDDT on residual information obtained as a result of the subtraction, using a filter coefficient corresponding to the angle θ. This technique can be applied to an encoding device, for example.
