A video encoding method, a video decoding method and a terminal. The video encoding method comprises: acquiring an initial candidate motion vector set of a current block to be encoded; adding a reverse motion vector to each motion vector in the initial candidate motion vector set; generating a new candidate motion vector set according to the reverse motion vector and motion vectors in the initial candidate motion vector set; and selecting, from the new candidate motion vector set, a motion vector to be encoded and implementing encoding. The candidate motion vector set generated by use of embodiments of this application comprises a reverse motion vector generated for a motion vector, and the reverse motion vector is equivalent to a predicted motion vector, so that the candidate motion vector set is more complete, and a motion vector to be encoded and selected from the candidate motion vector set is better, thereby improving the encoding performance.
