PROBLEM TO BE SOLVED: To enable communication connection with higher convenience.

SOLUTION: When a communication propriety determination part 216 of an SGSN20 determines that communication of a mobile device 10 cannot continue based on a remaining communication volume during communication of the mobile device 10, a connection destination information extraction part 201 extracts APN information of the APN which has remaining communication volume, and notifies the mobile device of the extracted APN information. A connection destination information acquisition part 104 of the mobile device 10 acquires the APN information which has the remaining communication volume. The APN information which has the remaining communication volume is transmitted to the SGSN20 to make communication at a next communication start. In this way, since APN information which has the remaining communication volume can be grasped on the mobile device 10 side and communication can be made based on the APN information which has the remaining communication volume, communication connection with higher convenience can be performed.
