<P>PROBLEM TO BE SOLVED: To execute a job without the occurrence of latency even when no license is available. <P>SOLUTION: A job management table 112 retains license use states of circuit simulators. A license management unit 105 refers to the job management table 112 to determine whether or not a license of a first circuit simulator corresponding to a requested job is available. When no license of the first circuit simulator is available, a keyword analysis unit 104 refers to compatibility information indicating compatibility with the first circuit simulator to determine a second circuit simulator to be used for executing the job.
