<p>Provided is a solar-cell metal substrate, wherein a drop in power-generation efficiency of a solar cell caused by a defect in the solar cell can be inhibited. This solar-cell metal substrate (1) is provided with a clad metal comprising: a first metal layer (11) having a first surface (11a) upon which solar cells (2) are to be formed; and a second metal layer (12) joined together with the first metal layer at a second surface (11b) side that is opposite the first surface. The kurtosis (Rku) of the first surface, which is an indicator of the surface roughness thereof, is not more than 7.</p>
