<P>PROBLEM TO BE SOLVED: To provide an open cell porous body and the water absorbing material that can be desirably used as the pedestal for the flower arrangement. <P>SOLUTION: In the open cell porous body, an open-cell structure is formed with a pore wall that is made by connecting mutually the pulverization splinter of the powder obtained by grinding the foam of the resin composition. There is provided the open cell porous body that contains the cut flower life-prolonging medicine, and 0.1-30 pts.wt. of surfactant based on powder 100 pts.wt. and has the apparent density of ≥0.01 g/cm<SP POS="POST">3</SP>and ≤0.2 g/cm<SP POS="POST">3</SP>, 10% compressive stress is 0.02-0.3 MPa, and the compression recovery factor is ≤95%.
