Method and device for adapting the bitrate of a compressed video stream transmitted in a constrained environment

The method involves defining a key image (IO) of a set of compressed images (ICn), and determining estimate of distortion between a reconstructed image (IRn) and a current decompressed image (In) for each compressed image. A set of truncation points is determined for all images to minimize distortion. A compressed video stream (310) adapted to a specific rate is produced, where the compressed video stream includes key images, compressed images and images truncated to optimum truncation points. An independent claim is also included for a device for rate adaptation of a video stream having a set of compressed images to a set of spatial resolution and/or a set of quality layers.
