<p><P>PROBLEM TO BE SOLVED: To provide a device manufacturable at low cost and suppressing the reduction of speed during the traveling. <P>SOLUTION: Restriction parts 18a-20a, 21a-23a are formed in pilot flow passage control parts 18-20, 21-23. The restriction parts control their restriction openings when the pilot flow passage control parts are changed over from the open position to the close position. When the restriction parts maintain their restriction openings, the pilot pressure in a pilot pressure introduction passage 15 is maintained larger than the minimum pressure and lower than the maximum pressure.
