PURPOSE: A video encoding method and an apparatus thereof are provided to select a context model by using hierarchical structure information of an image codec based on data unit and encode/decode efficient entropy of symbols. CONSTITUTION: A hierarchical encoding unit encodes a picture comprising a video based on data unit of a hierarchical structure(2910). An entropy encoding unit determines a context model which is used for entropy encoding of the symbol based on hierarchical structure(2920). The entropy encoding unit performs entropy encoding of the symbol by using the determined context model(2930).
