PURPOSE: A flame-retardant electrolytic solution is provided to have excellent thermal stability and flame retardance, and to improve efficiency and cycle life time properties. CONSTITUTION: A flame-retardant electrolytic solution comprises: lithium salt; a linear carbonate based solvent; ionic liquid comprising ammonium cation and anion; phosphoric acid-based solvent; an oxalatoborate based additive comprising a compound in chemical formula 6, or lithium bisoxalatoborate; and fluorine-substituted carbonate based solvent. In chemical formula 6, R11 and R12 is respectively halogen, or halogenated C1-10 alkyl group. The linear carbonate based solvent is dimethylcarbonate, diethylcarbonate, ethylmethylcarbonate, or combinations thereof.
