PURPOSE: A wireless image monitoring system for hierarchically detecting an accident and a method thereof are provided to successively determine whether an accident occurs by a plurality of algorithms. CONSTITUTION: If an accident is detected, an image sensor(140) obtains an image about a specific area. An accident detector(120) determines whether an accident occurs by the obtained image using a background elimination algorithm. The accident detector eliminates a background image from the image using a selected background model candidate image. The accident detector determines whether an accident occurs by the image using a human body detection algorithm.
