The present invention relates to the field of communications. Disclosed are a method and device for resource allocation used for effectively improving fairness between users, and for further achieving reasonable allocation of resources to users. The method comprises: updating fairness parameters of the present time according to fairness parameters and an edge-to-average ratio of the previous time, and a preset threshold value, wherein the edge-to-average ratio is the ratio between the average throughput at the edge of a residential quarter and the average throughput of the system, with the fairness parameters no smaller than zero; obtaining an allocation scheme when system utility is maximized based on the user average throughput of each user at the previous time, the fairness parameters of the present time and the channel conditions of each user at the present time; allocating resources according to the allocation scheme when system utility is maximized, such that the edge-to-average ratio at the present time is closer to the preset threshold value relative to the edge-to-average ratio of the previous time. The present invention is applicable to the scenario of system resource allocation.
