<P>PROBLEM TO BE SOLVED: To provide a vehicle control apparatus that can sufficiently conduct air heating. <P>SOLUTION: A vehicle control apparatus includes: an electric heater that generates heat by electric power from an external power source, a battery or a power generating unit; and a heater core that heats the air using waste heat from the power generating unit or the electric heater.
