<P>PROBLEM TO BE SOLVED: To manage operation conditions of an operator regardless of a working environment. <P>SOLUTION: In a server 600 installed at a construction site, a work schedule of each work machine is prepared and recorded by a person in charge of the site. In the work schedule, the work contents of the work machine and an operator to perform work, etc., are recorded in a time sequential manner. When an engine key is set to the server 600, the work schedule of the work machine corresponding to the engine key is read and stored in the engine key. When the operator starts the work machine with the engine key, the work schedule of the operator stored in the engine key is displayed at a display part. Also, when a key ID stored in the engine key and a key ID for authentication registered beforehand in the work machine match, an engine start permission is outputted. The operation information of the work machine is recorded in the engine key and transferred to the server 600 through the engine key.
