<P>PROBLEM TO BE SOLVED: To detect abnormality in an electric appliance provided to each dwelling unit. <P>SOLUTION: The power consumption of an electric appliance 24 at each dwelling unit 16 is measured by a distribution board 22 with a sensor, aggregates temporarily in a management device 18, and transmitted to an information center server 14. The information center server 14 compares the power consumption of a predetermined unit type with the standard power consumption and detects an electric appliance 24 the power consumption of which has increased above a predetermined threshold to be abnormal.
