<P>PROBLEM TO BE SOLVED: To provide an electric furnace oxidized slag of a special steel, in which expansion of recycling applications can be achieved by increasing the absolute dry density of the electric furnace oxidized slag of the special steel which is by-produced when the special steel is melted or refined in an electric furnace. <P>SOLUTION: In the oxidized slag which is by-produced when the special steel is melted or refined in the electric furnace, at least one of a chromium oxide, a manganese oxide, or an iron oxide is added to the oxidized slag; or chromium, manganese, and iron in molten steel is oxidized by molten steel oxidation, so that the total composition ratio of Cr<SB POS="POST">2</SB>O<SB POS="POST">3</SB>, MnO, and FeO in the oxidized slag is adjusted so as to be 12 mass% or more, and the absolute dry density is in the range of 3.1 to 4.5 g/cm<SP POS="POST">3</SP>.
