<P>PROBLEM TO BE SOLVED: To provide a parking lot management system which manages vehicles entering and exiting from a plurality of parking lots located apart from one another in a unitary manner with vehicle numbers. <P>SOLUTION: A parking lot management system 10 has on-site control devices 14, 14a, and 14b, installed in a plurality of parking lots 13, 13a, and 13b, connected to a central management device 11 by an Internet network. In a certain parking space 15, a lock plate which limits vehicles 23 entering and exiting from the parking space is not installed, and a camera 17 photographs the vehicle 23 entering and exiting from the parking space 15 and extracts a vehicle number 25 from image information. The vehicle number is transmitted to the central management device 11 so as to generate a database for managements by vehicle numbers.
