<P>PROBLEM TO BE SOLVED: To measure the travel distance of a vehicle with higher accuracy than before. <P>SOLUTION: A center machine 14 that performs charging to vehicles entering/leaving a charging area receives position information that shows a position of a vehicle defined by latitude and longitude with a wide area communication machine 50 from a plurality of vehicles. Here, the position information of vehicles is, for example, generated on the basis of a GPS signal received from a GPS satellite. The position information may include tolerance, which means there is a case it does not show accurate positions of vehicles.
