PURPOSE: An uplink transfer method and an apparatus thereof are provided to control congestion generated within a cell by determining whether to transmit specific application data according to necessity of a terminal report. CONSTITUTION: An RF(Radio Frequency) unit(53) transmits and receives a wireless signal. A processor(51) is connected to the RF unit. The processor receives a message from a base station. The processor determines whether to perform random access for uplink transmission.
