PROBLEM TO BE SOLVED: To perform adjustment by a network so that a load is not concentrated to a base station of a specific access method by multi-mode terminals each corresponding to a plurality of wireless accesses.

SOLUTION: In a host gateway 4, a communication terminal device selects at least one of a plurality of kinds of wireless communication methods to apply it to a heterogeneous wireless communication system for communicating wirelessly with at least one of base station devices provided for respective wireless communication methods. The host gateway 4 has: an access method adjustment function 403 adjusting a congestion degree of the base station device corresponding to each wireless communication method based on information indicating a priority of the wireless communication method notified from any one communication terminal device, an adaptation degree calculated based on an index derived for each wireless communication method, and a predicted consumption resource; and a packet switching part 401 routing packets so that the base station device corresponding to the wireless communication method after change and the communication terminal device can communicate wirelessly with each other in the case that there is a change in the wireless communication method.
