<P>PROBLEM TO BE SOLVED: To provide a tape sticking device and a tape sticking method in which the need for an actuator of ACF tape cutting means can be eliminated. <P>SOLUTION: A tape member Tp, where a separator Sp is stuck to one surface of an ACF tape 4, is carried in the horizontal direction in a region directly under a pressing tool 22. ACF tape cutting means 50 consisting of a pushing member 53 and a blade 54 facing each other and interlocked with the pressing tool 22 by interlocking means 28, 53b is provided on the side of the pressing tool 22. A notch K is formed in the ACF tape 4 by advancing and retreating the pushing member 53 for the blade 54 while interlocking with vertical movement of the pressing tool 22.
