PROBLEM TO BE SOLVED: To efficiently control a base station of a utilization frequency layer to a specific mobile station while improving a frequency utilization efficiency of the whole communication system.

SOLUTION: The mobile station device applied to a mobile communication system which provides a multimedia broadcast/multicast service (MBMS) notifies a network of information indicating whether the mobile station device wishes to receive the MBMS of a certain frequency. Moreover, the base station device applied to the mobile communication system which provides the multimedia broadcast/multicast service (MBMS) receives the information indicating whether the mobile station device wishes to receive the MBMS of a certain frequency and controls so that the mobile station device can receive the MBMS and data at the frequency.
