PROBLEM TO BE SOLVED: To provide a method, device, and program for managing software used off-line by a user's terminal unit by a management server, in a system connecting the terminal unit using the software with the management server managing the software. SOLUTION: In this method for managing the software by the management server managing the software used by the terminal unit through a network, the management server retrieves the information about the date of use of the software which agrees with the information for distinguishing user from a database in which the information for distinguishing user and the information about the date of permission of use of the software are stored by relating them to each other in advance when the management server receives the information for distinguishing user transmitted from the terminal unit and the information for requesting off-line use of the software and transmits the control program for permitting the start of the software when included in the information about the date of use of the software to the terminal unit.
