PURPOSE: A counterfort retaining wall having a stepped vegetation part and a manufacturing method thereof are provided to obtain the stability of a structure and the convenience of a construction and a reduction of a construction time. CONSTITUTION: A counterfort retaining wall having a stepped vegetation part comprises a bottom plate(10), a counterfort(20), and a stepped vegetation part(30). The bottom plate is supported by the ground. The counterfort retaining wall is perpendicularly formed in the bottom plate, thereby comprising a lateral cross section of a triangular shape. A plurality of vertical units(301) and a plurality of horizontal units(302) are successively formed so that the counterfort retaining wall forms a step form. The horizontal unit comprises a vegetation unit(303) which inside for a vegetation is empty.
